Visa seeks to issue largest IPO in US history

Visa, Inc. announced on February 25, 2008 that it would soon go ahead with a much-anticipated initial public offering (IPO) of about half its shares. This would make it the single biggest IPO in United States history, according to the regulatory filing the company made. Visa hopes to raise about US$17-19 billion, emulating its main rival, MasterCard Inc., which successfully put out an IPO in 2006.

Shares are expected to range from $37 to $42 each. Visa is banking on a changing global economy which relies less on liquid cash and more on credit. Revenue at both Visa and MasterCard has climbed as consumers pay for more purchases with credit and debit cards, instead of cash. Cards are expected to be used for 55 percent of all U.S. consumer transactions by 2011, up from 40 percent in 2005.

Analysts have suggested that current economic conditions, the sub-prime mortgage crisis and the weakening dollar, may leave investors skeptical about Visa’s potential earnings. However, as both Visa and MasterCard charge fees for transactions made with their cards and do not actually give credit, they avoid the current credit crunch and possible defaulted loans. Nonetheless, a slowdown in consumer spending would hurt the revenue stream of both Visa and MasterCard.

The two other main competitors, American Express and Discover, operate their own credit-lending networks and could therefore be vulnerable to credit risks.

With two by-elections coming up in Australia, many minor parties and independents will be looking to gain a seat in the House of Representatives. Stephen Murphy is one of the independents.

Mr Murphy is a computer programmer from the Melbourne suburb of Brunswick.

“After growing up in South-East Melbourne I studied Science at Monash with first class Honours, worked in Europe for 10 years and have recently returned to Australia. I work in finance as a computer programmer and speak five languages,” Mr Murphy said.

Wikinews reporter Patrick Gillett held an exclusive email interview with Mr Murphy, candidate for the Division of Higgins.

((WN)) Why do you want to get into parliament?

Stephen Murphy: I am standing up for what I believe is the correct course of action on the biggest issue in Australian politics in 100 years – Kevin Rudd’s flawed emissions trading scheme (ETS).

((WN)) What would the three main policies you are taking into this by-election be?

SM: I will oppose the emissions trading scheme, ensure that all government policy is based on accurate scientific evidence and return common sense to Canberra

((WN)) How would you address these policies?

SM: By asking for a Royal Commission into climate change so that the facts (such as that global warming stopped in 2001 and the emissions trading scheme will not change the climate one bit) are openly presented to the Australian people.

((WN)) Sending asylum seekers to Indonesia: good or bad?

SM: Any government policy that does not properly consider all implications (be it emissions trading, or any other issue) is a bad one.

((WN)) Is the Australian dollar’s near parity with the US dollar a sign that the Australian economy is healthy, the US economy in chaos or both?

SM: It’s a sign of both. Many countries around the world look with envy at how well (relatively) Australia is doing, to our credit! It is of concern that the American economy is in such bad shape and that their levels of debt seem unsustainable.

((WN)) How do you rate the governments economic stimulus package?

SM: The economic stimulus package was poorly targeted and poorly carried out. When we could have been building roads, dams, railways and hospitals yet instead we were paying for tattoos, PlayStations and overseas holidays.

((WN)) Should it be wound back?

SM: The question about levels of stimulus spending is a complicated one and requires expertise in economics, however one could say in general terms that all government spending should be well targeted and spent in the most efficient way.

((WN)) Is Kevin Rudd a better Prime Minister than John Howard?’

SM: Australian voters are the best judge of that and we will know in 2019 🙂

((WN)) Is the Carbon Pollution Reduction Scheme an effective solution to climate change? Why?

SM: Absolutely not. The CPRS will not change the climate by any amount that we can measure – it’s just a new tax that will hurt Australians and drive businesses and jobs overseas. Since 2003 there has been mountains of new scientific data which contradicts the popular theory that human carbon dioxide emissions are causing significant global warming. Recently, many of the scientists who wrote the IPCC report (on which the ETS / CPRS is based) have been reported as manipulating scientific data to create scary global warming scenarios. The science is definitely not settled

((WN)) Is there a better solution?

SM: We can very easily refocus the momentum and goodwill that has been generated on climate change and channel this energy into other worthwhile environmental projects in Australia that will make a difference.

((WN)) Why should the electorate vote for you?

SM: I will oppose the ETS and support responsible environmental policies instead of radical environmental policies that could end up costing every Australian taxpayer $4550 per year in new taxes.

The Phoenicians were enigmatic people, who left little in the way of written records. Much of what we know of them from ancient times was recorded by Greek and Roman historians who mentioned their seamanship and shrewd business dealings.

Napoleon III put modern historians in touch with the Phoenicians. While subduing a revolt in Syria, he called upon the French scholar, Ernest Renan, to lead an expedition to the area, much as Napoleon the Great had done some fifty years earlier when he brought a group of scholars to Egypt during his campaign.

Because of Renan s interest in Semitic languages, he was particularly keen on investigating the site of Byblos. In addition to being a major Phoenician port, the name held linguistic implications. Byblos the Greek word for papyrus, leads to biblion or book, while lead to bible . Renan was pursuing an Old Testament reference, Gebel , which was the Semitic name for Byblos. The trail ultimately lead to nothing for Renan s linguistic research, but during the investigation he found several granite slabs covered with Egyptian hieroglyphs, and a bas-relief, which he believed to be the goddess Hathor. The relief was, in fact, Baalat-Global the Phoenician earth-mother goddess. This find was the beginning of the rediscovery of ancient Phoenicia.

Later, excavations that are more extensive produced a series of semi-intact royal tombs that yielded a glimpse of Phoenician treasure, including vessels of gold, silver, and obsidian, sandals and breastplates of gold, and an array of royal paraphernalia. The most important find, however, was an inscription in the Phoenician alphabet on an elaborate sarcophagus:

This discovery in 1922 touched off a wave of excavation in Byblos and a renewed interest in the origin of the Phoenicians. Since ancient times, there has been speculation as to the origin of the Phoenicians. The Greeks were particularly puzzled by the Phoenicians who suddenly appeared and built an empire in their midst.

They, in fact, gave them the name, phoinikes loosely translated as red people from the color of their land. The Phoenicians called themselves Canaanites, and modern researchers tell us they were the descendents of two groups, the early Canaanites who inhabited the coast of Lebanon, and the Sea People who invaded Lebanon about 1200 BC.

The early Canaanites had a limited ship building technology, sailing only flat-bottomed barges that hugged the shore. The invading Sea People, some of whom stayed on, introduced among other things, a much more sophisticated maritime technology. Thus their descendents, the Phoenicians, appeared on the scene with an established maritime tradition, and the technology to build ships with a keeled hull. This allowed them to sail the open seas, and as a result, the Phoenicians developed a flourishing sea trade.

They settled along the coast of Lebanon, in a loose federation of city-states that were built on islands of rocky promontories, which provided natural harbors for shipbuilding and trade. The cities, Byblos, Tyre, Sidon, Arwad, studded the seacoast like jewels, and their wealth became legendary. At the height of their trading empire, they imported copper from Cyprus; linen from Egypt; ivory from India; tin from Spain; horses from Anatolia; and peacocks from Africa. They became famous for their highly prized purple dye extracted from the murex snail, and for the fine timber cut from their forests.

Their major cultural contribution was their alphabet. It consisted of 22 consonants, and was the foundation of our English alphabet, and it was the core for Hebrew, Arabic, and Syriac script.

The Phoenicians were skilled artisans noted for their fine crafts, often borrowing a basic idea or technology and improving on it. The craft of glass making was raised to a fine art by Phoenician artisans, and they may have been the first to develop blown glass. Their terracotta vessels and pots often show a thoughtful refinement of shape, as do their votive statues.

The Phoenicians worshipped a triad of deities, each having different names and attributes depending upon the city in which they were worshipped, although their basic nature remained the same. The primary god was El, protector of the universe, but often called Baal.

The son, Baal or Melqart, symbolized the annual cycle of vegetation and was associated with the female deity Astarte in her role as the maternal goddess. She was called Asherar-yam, Our Lady of the Sea, and in Byblos, she was Baalat, our dear lady. Astarte was linked with mother goddesses of neighboring cultures, in her role as combined heavenly mother and each mother. Cult statues of Astarte in many different forms were left as votive offerings in shrines and sanctuaries as prayers for good harvest, for children, and for protection and tranquility in the home. The Phoenician triad was incorporated in varying degrees by their neighbors and Baal and Astarte eventually took on the look of Greek deities.

The Phoenicians reached the peak of their culture around 1,000 BC, when they had established trading colonies in Cyprus, Sicily, Sardinia, Africa and Spain. Their North African city of Cartage was founded about 800 BC and remained strong until the sack of the Romans in 146 BC. The great city-states of Phoenicia ended with the fall of Tyre to the Babylonian king Nebuchadnezzar in 573 BC. The glory of the Phoenicians was in decline, when in 332 BC Alexander the Great conquered Tyre and the remnants of the Phoenician culture were swept into the Hellenistic Empire.

Asian countries call for global currency

Leaders and central banks in Russia, China, Malaysia, Indonesia, Thailand, and Kazakhstan have called for an international currency system.

Speaking on April 1 in advance of the G-20 summit in London, Russian president Dmitry Medvedev argued that the international finance system needed a “new construction” including “new currency systems”, saying that such a new system could be the purpose of a revamped IMF and World Bank. The IMF was originally founded in 1946 as the overseer of the Bretton Woods system, which from its founding until the 1970s tied the western world’s currencies to the US Dollar, which was in turn backed by gold. Russia’s proposal was for the new currency to serve as a reserve currency, one which would take the place of the dollar, euro, and other heavily-traded currencies as an international standard of exchange.

Medvedev’s comments are a reversal of Russian position from a lukewarm response following a looser outline for a worldwide currency by Kazakhstani president Nursultan Nazarbayev. On March 11, Nazarbayev suggested the establishment of the “acmetal”, a portmanteau of “acme” and “capital“, as a reserve currency replacing the ruble in international transactions, first for Central Asia and then worldwide. 1999 Economics Nobel laureate Robert Mundell, speaking to the Daily Telegraph, endorsed the idea, saying “It would be a very good idea if the G-20 took that idea up in London”.

2001 Nobel economics prize winner Joseph Stiglitz, meanwhile, said the new currency could come about quickly if it was based on an expansion of the IMF’s already established system of Special Drawing Rights, units of exchange used by the IMF which already have some of the features of currency. Stiglitz argued that, as the US dollar has become the standard global reserve currency, it has inadvertently created a system which hurts the world economy. “It’s a net transfer, in a sense, to the United States of foreign aid,” he argued, reasoning that when other countries purchase US dollars in order to use them on international markets (such as for the buying and selling of petroleum), they effectively give the US a zero-interest loan — sometimes at times when they can least afford it. Stiglitz made his comments as head of a United Nations panel of economists giving recommendations to address the global financial crisis.

In the weeks leading up to the G-20 conference, the People’s Republic of China also began discussing a new system for reserve currencies. In a March 23 speech, Zhou Xiaochuan, governor of the People’s Bank of China, endorsed a new reserve currency, saying “the desirable goal of reforming the international monetary system, therefore, is to create an international reserve currency that is disconnected from individual nations and is able to remain stable in the long run, thus removing the inherent deficiencies caused by using credit-based national currencies.” Zhou went on to endorse the expansion of the SDR system in the long-term creation of a reserve currency government by the IMF. While Zhou did not mention the US dollar specifically, analysis by Qu Hongbin, chief China economist for HSBC, for the Financial Times said that the speech “is a clear sign that China, as the largest holder of US dollar financial assets, is concerned about the potential inflationary risk of the US Federal Reserve printing money”.

China holds $740 billion as assets; inflation in the US economy, which has been low in recent years, would directly cause those assets to lose value.

While the Chinese government has engaged in currency swaps with several other growing economies, such as South Korea, Argentina, Malaysia and Indonesia, the Chinese Yuan cannot be used itself as a reserve currency as it cannot be freely traded on the global market.

The Chinese-Russian proposal was not entered onto the agenda at the G-20 meeting itself. Nonetheless, British Prime Minister Gordon Brown said that the G-20 was open to considering the proposal if and when a detailed one is presented. United States President Barack Obama, meanwhile, endorsed the continuation of dollar supremacy, saying that the US dollar is “extraordinarily strong” and arguing that its strength was the result of the intrinsic stability of the United States economic and political system; US treasury secretary Timothy Geithner had, the week before, made comments that while he supported an expansion in the SDR mechanism he rejected the idea of a global currency. Rather than change the role of SDRs, the G-20 meeting instead added $250 billion in support to the fund backing SDRs.

After the G-20 conference ended on Thursday, Malaysia’s The Star BizWeek reported that the central banks of Indonesia, Malaysia and Thailand had endorsed the Chinese proposal. All three countries have close economic ties with China and suffered heavily from the collapse of their currencies in the 1997 Asian Financial Crisis; the sudden growth in the value of the US dollar relative to those countries’ native currencies sharply increased debt in Southeast Asia’s economies, leading to a wave of bankruptcies.

International reaction from other economies has been mixed and guarded. Luiz Inacio Lula da Silva, President of Brazil, said that the currency proposal was important to discuss but did not give extensive comment. And while UPI reports that India supported the SDR proposal at the G-20 conference, the Indian Press Trust quotes Indian Prime Minister Manmohan Singh as saying last month, “It is too early to talk about common currency.”

Calls for an independent global reserve currency are not new. In 1944, John Maynard Keynes proposed the “bancor“, a unit like the SDR supported by a basket of commodities. Keynes’ idea was rejected and the US dollar took the equivalent role under the Bretton Woods system. Keynes proposed that the bancor system would be reinforced by a tax on participating countries’ current accounts, the difference between their exports and their imports, in order to encourage balanced trade. Meanwhile, monetary unions have become more popular since the end of the gold standard, with most of the European Union now trading the euro, and several countries outside the EU using it as a de facto currency; five West African countries adopting the eco at the end of this year; and the African Union planning to introduce the afro in 2028. Proposals for a North American currency union based around the so-called “amero” have been frequently discussed as the focus of conspiracy theories in the United States, but none of the US, Canada or Mexico have actively pursued the establishment of any such monetary union, however the dollar is the currency of several Latin American countries.

Chrysler files for bankruptcy, Fiat Group SpA to run company

The American auto company Chrysler filed for bankruptcy Thursday, however a deal with European auto maker Fiat went through. The emerging Chrysler will be owned 55 percent by the United Auto Workers, eight percent by the United States Government, two percent by the Canadian Government and Fiat would begin with a 20 percent share.

Chrysler Chief Executive Robert Nardelli will step down when the bankruptcy proceedings are finalized.

Initially, the Italian company, Fiat, will appoint three members on the emerging Chrysler’s new board, and the United States government will appoint six. Fiat can assume the majority of the ownership upon repayment of American loans.

Chrysler administrators expect that the bankruptcy should take a couple of months.

“We expect this to be a very short, 30-to-60-day bankruptcy process, during which the company will function normally,” a top administration official said, “People will be able to buy cars, they will have their warranties honored, and everything should go on normally.”

The bankruptcy filing indicated that Chrysler was in debt to 20 creditors to a tune of more than $10 million each.

Meanwhile, the deal with Fiat did go through, and Chrysler should have cars designed by Fiat out on the market by 2011.

“It’s a partnership that will give Chrysler a chance not only to survive, but to thrive in a global auto industry,” said American president Obama, “Fiat has demonstrated that it can build the clean, fuel-efficient cars that are the future of the industry.”

However, automotive analyst Erich Merkle has hesitations.

“History would show that alliances really don’t work that well,” Merkle said, “even though, no matter how good they may look on paper.”

The restructuring has been managed by Steve Rattner, a former investment banker, and the U.S. Government auto task force.

Obama has set three ultimatums before Fiat. Fiat should produce a 40 mile per gallon vehicle while managing the new Chrysler, transfer fuel efficient Fiat technology to Chrysler factories in the United States, and produce cars in Chrysler factories and distribute them in Europe.

No diplomas for now; California Exit Exam appeal must wait

Seniors who haven’t been credited with passing the California High School Exit Exam won’t be getting diplomas when graduation ceremonies are held next month because the First District Appellate Court won’t hear the court case about the test until July 25.

The attorney for the students suing to block use of the test says he still expects to prevail.

“This case is far from over,” said Arturo Gonzalez, the lead attorney in Valenzuela vs. O’Connell, in which Liliana Valenzuela, a Richmond High School student, and others sued to block the state’s use of the test as a graduation requirement, “We think there is a strong chance that students in the Class of 2006 will receive their diplomas, even if it is after commencement ceremonies. It is important that students not get discouraged. They have to stay in school and pass their classes.”

On May 12, Alameda County Superior Court Judge Robert Freedman agreed with Gonzalez’ argument that the state’s use of the test as a graduation requirement was unconstitutional because poor and minority students don’t have access to equal educational resources, and therefore don’t have equal protection under the law. He issued an injunction against the use of the test.

That injunction seemed to pave the way for those of the 47,000 seniors statewide who haven’t yet passed the test, but have completed all other requirements, to receive diplomas with their classmates at upcoming graduation events.

But State Superintendent of Schools Jack O’Connell quickly filed an appeal of Freedman’s ruling and asked the State Supreme Court to issue a stay of Freedman’s injunction. Earlier this week, the Court granted O’Connell’s request for a stay, allowing schools to deny diplomas to students who haven’t passed the test. The Court also ordered the Appellate court to hear O’Connell’s appeal of Freedman’s ruling against the test.

On Thursday, Gonzalez petitioned the Appellate Court to expedite their hearing of the case to as soon as next week, but today the court denied Gonzalez’ request and scheduled the case for a hearing on July 25.

In an email to the James Logan Courier, Gonzalez said he thinks his case is strong enough to withstand the appeal. “We intend to vigorously defend Judge Freedman’s ruling,” he said, “The record strongly supports his decision.”

“If the court of appeals upholds Judge Freedman’s ruling, students in the Class of 2006 may still receive their high school diplomas,” he said.

About 70 seniors at James Logan High School in Union City, Ca., mostly minorities and those who are learning English, still need to pass the test.

O’Connell, an avid defender of the test, which is required by a law he wrote and championed when he was in the state legislature, said this week that he would make sure school districts knew that they had to require the test be passed in order to hand out diplomas to students.

“I will communicate with districts today to ensure they are aware that the exit exam is a graduation requirement” he said, “Students who have worked hard to pass this exam will be given a diploma that signifies their mastery of essential skills in reading and math.”

A father shot his two daughters and wife, then committed suicide yesterday in Erie, Western Pennsylvania according to police.
