Jimbo Wales to lead development of ‘code of conduct’ for bloggers

Jimbo Wales is teaming up with book publisher Tim O’Reilly to create a “code of conduct” for bloggers.

The code is expected to address issues of free speech and the practice of allowing mean-spirited comments made by users to remain in the blogosphere. It will also address a perceived need to delete posted comments, particularly those by anonymous users, that are at odds with the code of conduct. Under consideration is the question of whether it is an admissible action in a public forum to delete a comment if it meets one of several objectionable reasons for removing it.

“That is one of the mistakes a lot of people make, believing that uncensored speech is the most free when in fact, managed civil dialogue is actually the freer speech,” said O’Reilly.

Some of the proposed rules of the code, as it is being discussed, might include:

  • We are committed to the “Civility Enforced” standard: we will not post unacceptable content, and we’ll delete comments that contain it.
  • We define unacceptable content as anything included or linked to that:
  • – is being used to abuse, harass, stalk, or threaten others
  • – is libelous, knowingly false, ad-hominem, or misrepresents another person,
  • – infringes upon a copyright or trademark
  • – violates an obligation of confidentiality
  • – violates the privacy of others

The code is a draft proposal undergoing development at Wikia, a privately held web hosting company founded by Wales and Angela Beesley.

“If it’s a carefully constructed set of principles, it could carry a lot of weight even if not everyone agrees,” said Wales.

The reception of the code is mixed, but there are many bloggers who feel that such a code of conduct would reduce the effects of unpleasant or malicious speech. “I’ve been assaulted and harassed online for four years,” Richard Silverstein of richardsilverstein.com said. “Most of it I can take in stride. But you just never get used to that level of hatred.”

LONDON – The big-budget Hollywood movie The Aviator and the low-budget Brit flick Vera Drake have scooped the main prizes at the 2005 Orange BAFTA Film Awards. Four gongs went to The Aviator with the top ones being Best Film and Cate Blanchett for Best Supporting Actress. Vera Drake got three gongs with Best Director, Best Actress & Costume Design. Jamie Foxx got Best Actor with Ray and Clive Owen got Best Supporting Actor with Closer.

Republican leaders in US want more tax relief in economic stimulus

As the newly inaugurated Barack Obama administration continues to push for a US$825 billion stimulus package to aid the struggling United States economy, some Republican legislators say they will not vote for such a plan without the inclusion of more tax cuts and less “unnecessary” spending.

Arizona Senator John McCain, Obama’s general election opponent and a leading voice within the Republican Party, says he would not vote for the American Recovery and Reinvestment Plan as it currently stands. Appearing on Fox News Sunday yesterday, McCain echoed his campaign platform in saying, “We need to make tax cuts permanent, and we need to make a commitment that there’ll be no new taxes.”

McCain and other Republicans say they are unhappy with the bill introduced in the House of Representatives, which combines roughly $550 billion in domestic spending with $275 billion in tax cuts. McCain believes not enough Republican proposals have been integrated into the plan, which he fears will result in the plan becoming “just another spending project” rather than a job creator.

“Republicans have not been brought in, to the degree that we should be in, to these negotiations and discussions. So far, as far as I can tell, no Republican proposal has been incorporated,” McCain said. “We’re losing sight of what the stimulus is all about, and that is job creation.”

The Arizona senator is known for his bipartisan efforts in Washington, D.C., but he defined his role in the new Senate as the “loyal opposition”, which does not mean “that I or my party will be a rubber stamp” for Obama, he said.

In his first weekly address since being sworn in, President Obama explained the stimulus plan in further detail, calling it a plan to “immediately jumpstart job creation as well as long-term economic growth.” He outlined several of the bill’s priorities, including the creation or salvation of up to four million jobs, as well as sweeping investments in health care, education, energy and infrastructure.

Among these investments are a new electricity grid with more than 3,000 miles of transmission lines, the weatherization of 2.5 million homes, health insurance protection for more than 8 million Americans, a renovation of over 10,000 schools, a project to repair thousands of miles of roadways, and an expansion of broadband Internet access.

Obama also laid out the rationale behind the stimulus, saying that “unprecedented action” is necessary in order to prevent further economic distress. “Our economy could fall $1 trillion short of its full capacity, which translates into more than $12,000 in lost income for a family of four,” Obama said. “In short, if we do not act boldly and swiftly, a bad situation could become dramatically worse.”

The president addressed the skepticism surrounding the stimulus package, pledging to “root out waste, inefficiency, and unnecessary spending”, while holding the government accountable for its actions. “We won’t just throw money at our problems,” Obama said. “We’ll invest in what works.”

Still, Republicans such as House Minority Leader John Boehner are skeptical of the plan’s effectiveness in rebuilding the economy. “I think a lot of Republicans will vote no because it’s a lot of wasteful Washington spending”, he commented on Meet the Press, repeating McCain’s call for less federal spending and more tax cuts.

Examples of “wasteful” spending cited by Republicans include millions of coupons to aid in the digital television transition, $200 million for new sod on the National Mall, and $360 million to fight sexually transmitted diseases, which includes funding for contraceptives. House Republicans have claimed it will take 10 years before the economy feels the effect of a stimulus, and that the combined spending of the stimulus and the financial bailouts of last year will leave future generations with over $2 trillion of debt.

In response to the stimulus plan being pushed through Congress, Boehner and Republican Whip Eric Cantor presented Obama with an alternative stimulus plan on Friday, one that relies exclusively on income and business tax cuts. “Our plan offers fast-acting tax relief, not slow-moving and wasteful government spending,” Boehner said. The counterproposal includes an income tax reduction that would save families an estimated $3,200 a year.

Despite this opposition, the stimulus bill is expected to pass through Congress by mid-February, as the Republican minority does not have enough votes to stop its approval. Senate Minority Leader Mitch McConnell expressed a general support of the plan at a White House meeting with Obama and other congressional leaders. “I do think we’ll be able to meet the president’s deadline of getting the package to him by mid-February,” McConnell said. The bill is expected to go before Congress for a vote on Monday, February 2.

Obama’s top economic adviser Lawrence Summers defended the stimulus plan while on Meet the Press. He said the bill was intended to balance the long-term initiatives mentioned above with the tax cuts desired by Republicans. He also said Obama was committed to spending three quarters of the stimulus money within 18 months.

Macomb, New York Councilman Steve Burke took some time to speak with Wikinews about his campaign for the U.S. Democratic Party’s 2016 presidential nomination.

Burke, an insurance adjuster and farmer, was elected councilman in Brookhaven, New York in 1979. He left the town after being accused and found not guilty of bribery in the 1980s. Since 1987 he has served as Macomb councilman off-and-on and currently holds the post. From 1993 to 1996 and 1999 to 2002 he worked as chairman of the Democratic Party of St. Lawrence County, New York. Among his many political campaigns, Burke unsuccessfully sought the Democratic Party’s presidential nomination in 1992 and recently attempted to run for U.S. Congress in 2014 but too many of his ballot petition signatures were found invalid. Burke filed with the Federal Election Commission to run for president in the 2016 election on September 18, 2015 and has qualified for the first-in-the-nation New Hampshire Primary.

Wikinews held an exclusive interview with Jeremy Hanke, editor of MicroFilmmaker Magazine. The magazine, which is free to read online, was started as a resource for the low budget moviemaker and features book, independent film, equipment and software reviews as well as articles on film distribution, special effects and lighting.

He says that one of the goals of the magazine is to “connect low-budget filmmakers via a feeling of community, as many…..often compete so viciously against one another in film festivals for coveted “shots” with Hollywood, that they can quickly forget their similarities.”

When asked if films made on a shoestring budget can really compete with those made for millions of dollars, he replied, “no…yes…and absolutely. Allow me to explain.” And so he does in the interview below.

Irish CAO releases 2005 university offers to students

The Central Applications Office in Ireland has released the first round of offers for places on third level courses to over 60,000 Irish Leaving Certificate students (graduating secondary school students).

The offers are given out based on a highly competitive points system whereby students receive from

  • 100 points for an A1 to 45 points for a D3 at higher level.
  • 60 points for an A1 to 5 points for a D3 on lower level.

Points from a student’s best six subjects are added up to make his or her total points. This year 145 students achieved the maximum 600 points. Students achieveing this are generally regarded as the top students academically in the country.

Points required for courses in medicine and nursing have risen again leaving many candidates disappointed. Due to the huge popularity of medicine and the low supply of courses, points for entry into medicine are in the region of 580 points. Points for arts, engineering and commerce have fallen marginally.

While the points system is often attacked for placing too much pressure on students, it has avoided the problem of grade inflation that has occurred in the UK and USA. The Leaving Certificate exam has remained largely unchanged since its inception in 1924. It is often joked that the same questions reappear on the papers every 30 or 40 years.

1. Web design

Make your website as visual as possible. An image speaks a thousand words, in any language! A visually appealing, impactful design will translate across borders. Try to avoid using localised imagery. Use images, video and animated diagrams to convey your products or services, as opposed to long pages of text.

2. Domain strategy

Opt for either an all-encompassing website on a single ‘.com’ domain name or for a suite of foreign websites on local country-specific URLs. If you go for the latter, make sure domains are available in each key market and check whether you need to have a registered address in the country in question in order to own and operate a local domain.

3. International SEO

Don’t assume people in other countries will use the same keywords as in the UK. It’s often not the case that you can simply translate your English list of keywords. Someone searching in Germany or China will use very different language and search behaviour compared to someone in the US, for example. International SEO is a very challenging task so don’t try and do it all yourself. You need to work with both an SEO specialist and a translation company.

4. Language barriers

There are subtle – but key – differences between US English and UK or ‘proper’ English (i.e. the English that is spoken in territories such as the UK, Ireland, Canada, Australia and New Zealand, as well as a host of Commonwealth nations), but these are pretty straightforward to implement using automated tools.

5. Mobile and tablets

Internet browsing on a mobile device is increasing rapidly in all countries, but especially in places like Africa and Asia. The golden rule here is: make sure your website works on a mobile device! I cannot underline enough the importance of a ‘responsive’ website that will automatically adjust itself to fit a mobile or tablet screen – conversion rates are much higher on mobile responsive websites.

Protests mark Ahmadinejad’s visit to Columbia University

The Columbia University campus in New York City erupted today in protest over President Mahmoud Ahmadinejad‘s debate with Columbia President Lee Bollinger. Ahmadinejad’s presence on one of the United States’ most prestigious universities brought out protesters from many causes to make their opinions known: whether Ahmadinejad should speak or not, the war in Iraq, Israel,George W. Bush, American imperialism‘, God and morality, all of which created a powder keg of opinions which made the air feel as if at any moment it would explode into fisticuffs.

Ahmadinejad has been widely criticized for his anti-semitic remarks and as a holocaust denier, as well as Iran’s support for terrorism. He also believes that 9/11 was an “inside job”, involving Israel’s Mossad or American ‘intelligence and security services.’ 9/11 family members have been loudly critical of Ahmadinejad, since last week when he requested a visit to Ground Zero to lay a wreath — what has been widely viewed as a photo op.

The New York tabloid press splashed their covers with antagonizing headlines. The Daily News ran the headline “The evil has landed” and The New York Post labeled Ahmadinejad the “Madman Iran Prez”. Since New York hosts the headquarters of the United Nations, whose charter requires that all member nations have access to the governing body, delegations of governments identified as enemies of the United States –North Korea, Cuba, Iran– live and work in the city. At times, their governments come to address the governing body, as the Iranian President did on Monday.

Ahmadinejad’s presence tore apart the usually close-knit community of students and academics that inhabit Columbia’s enclave in Morningside Heights. “A high-quality academic discussion depends on intellectual honesty,” wrote Columbia Law Dean David M. Schizer, “but, unfortunately, Mr. Ahmadinejad has proven himself, time and again, to be uninterested in whether his words are true. Therefore, my personal opinion is that he should not be invited to speak.” The Columbia Conservative Alumni Association said “the university is extending not a courtesy, but continuing a policy of anti-Israeli and anti-American leftist nihilism under the guise of academic freedom.”

Richard Bulliet, an Iranian expert at Columbia who was instrumental in arranging the visit, defended the notion that it is imperative to listen to one’s enemies. “If there is any likelihood of war between the U.S. and Iran, it is important for Americans to have some access to the direct words of the president of the other country. At least they are getting Ahmadinejad’s views directly from him and not a reporter who has an ax to grind.”

Sunsara Taylor, a member of the Revolutionary Communist Party and a student, had a mixed view. Although in theory Taylor did not have an issue with the Iranian President’s presence on campus, she had a problem with “The event without any intervention or debate from the students…is reinforcing a bad dynamic where people feel they need to choose between Islamic Fundamentalism and U.S. Imperialism. I think it’s fine for him to speak, but I think it’s a responsibility of people in this country not to be bamboozled into going along with a war against a country’s people just because that country’s leader is a reactionary.”

38 miners killed in Russian mine explosion

At least 38 miners are dead after methane exploded in an underground coal mine in Russia. 180 people made it out of the mine, and at least 7 of those were seriously injured. At least 217 miners were inside when the explosion occurred.

“Up to 45 people could have been at the epicenter of the blast. One hundred and eighty people have been brought out. Of these, five have life-threatening injuries. The fate of the other [trapped] miners is unknown. According to the (mining) company’s information, there were 194 workers and 23 engineering inspectors underground [when the mine exploded],” said a spokesman for Russia’s Emergency Ministry.

The explosion occurred at the Yubileynaya (Jubilee) Mine located in Novokuznetsk, Russia in the Kemerovo Oblast at approximately 7:40 a.m. local time on Thursday [11:40 p.m. eastern time on Wednesday]. Yuzhkuzbassugol currently owns the mining facility.

The mine has already received several violations, and according to Russia’s industrial safety agency the mine would likely lose its license to operate. “Such a decision could be taken after an inquiry into all the circumstances of the accident at the Yubileinaya mine. Particularly since we have already found violations at Yuzhkuzbassugol mines.”
